CARBON RATIONING - A STEP TOO FAR

Even the government has baulked at the idea of introducing personal carbon rationing. This report says that they regard it as too complex, and unfair. Such a scheme would also be unworkable and if implemented soon lead to a government becoming extremely unpopular, especially if it coincided with a recession; not to mention cooler weather!
