The "solutions" they come up with are completely off the wall and no democratically elected government could accept the kind of payment suggested for the USA to come up with. It is nothing short of a massive wealth transfer scheme based on the increasingly dodgy science that climate alarmists are coming up with. All this in the face of a pause in surface temperature that has now lasted for 17 years or more.
