DO VOTERS KNOWINGLY VOTE FOR 25 TIMES HIGHER ELECTRICITY COSTS?

This piece  seems to confirm that they do.  I find this extremely hard to believe. Perhaps they are simply ignorant of the costs, or have been convinced that this is not the case.  It is often said that, in politics, "the bigger the lie the more it is believed", provided the propaganda is repeated sufficiently.
