Here is a salutory tale of a grand project to bring on new technology falling foul of the funding shortage that is currently gripping the world. This could be the way a lot of other such projects may go. As the article says, it does not look good for the likelihood of 20% cuts in CO2 emissions by 2020. Maybe it's all just hot air.
