It was an interesting exchange, if only for the fact that there is such disagreement among the alarmists as to what is effective, but of course neither of them would actually admit the obvious point, which is that no individual nations can make a difference to world-wide emissions without a world-wide commitment from every major industrial nation, and that looks highly unlikely.
