This article sets out the position of India on a climate change deal. They won't act until the developed nations put "substantial" amounts of money into a climate fund. What the developed nations should do ( but may not) is tell them to either cut their emissions or face the consequences. If they really believe that cutting CO2 emissions is essential then they will act. If they do not then they are simply after the money.
