NET ZERO PRISON ARRIVES LATE AND MASSIVELY OVER BUDGET
Another net zero disaster. This time it is a net zero prison that is 10 years late and four times the cost. It will house just 200 prisoners. Sheriff Joe Arpaio in Arizona used to put them up in tents! Cheap and green
