Christopher Booker's column looks at yet further apparent conflicts between the MP's business interests and his role as chairman of the parliamentary climate change comittee. With all the publicity this has had it seems amazing that he is still in his post, though sadly the public are so fed up with climate change that he may get away with.

WHICH COMES FIRST WARMING OR CO2?
This is the climate science equivalent of the chicken and egg question. There is plenty of evidence from ice cores etc that over the long term the CO2 lags behind temperature by several hundred years, but what about the recent decades? Is it possible to discern any lag with such small increments? This piece on WUWT blog refers to a new paper which claims to do so, and it finds that CO2 still lags behind temperature. This should be a fatal blow to the man made global warming theory, but I don't expect the thing to die quickly, there's too much money and political capital tied up for that.

ENERGY EFFICIENCY ISN'T WORKING - SO WHAT'S NEXT?
This article in the German press looks at the fact that research has shown that increased efficiency does not lead to lower consumption, but rather results in greater use. It's a fascinating discovery, but also means that efficiency gains can never reduce CO2 emissions. If the alarmists accept this then the next logical step would, as the article suggests, be to introduce more direct taxes, and if that doesn't work we can expect cries for rationing. This BBC report looks at the report from the UK Climate Change Committee (CCC) and the claims which seem to be based on some computer calculations made in the USA.

I note what your committee has released about future dangers of flooding and droughts ”due to man-made climate change• according to the BBC [this morning], who prefaced it with the usual ”scientists say•. This last remark is of course just lazy journalism. Which scientists? What are their real qualifications and expertise? Who is paying them?
Prof. Richard Lindzen (Program in Atmospheres, Oceans, and Climate at MIT) states: That the promotion of alarm does not follow from the science, is clearly illustrated by the following example. According to any textbook on dynamic meteorology, one may reasonably conclude that in a warmer world, extratropical storminess and weather variability will actually decrease.
The reasoning is as follows. Judging by historical climate change, changes are greater in high latitudes than in the tropics. Thus, in a warmer world, we would expect that the temperature difference between high and low latitudes would diminish. However, it is precisely this difference that gives rise to extratropical large-scale weather disturbances. Moreover, when in Boston on a winter day we experience unusual warmth, it is because the wind is blowing from the south. Similarly, when we experience unusual cold, it is generally because the wind is blowing from the north.
The possible extent of these extremes is, not surprisingly, determined by how warm low latitudes are and how cold high latitudes are. Given that we expect that high latitudes will warm much more than low latitudes in a warmer climate, the difference is expected to diminish, leading to less variance. Nevertheless, we are told by advocates and the media that exactly the opposite is the case, and that, moreover, the models predict this (which, to their credit, they do not) and that the basic agreement discussed earlier signifies scientific agreement on this matter as well.
Clearly more storms and greater extremes are regarded as more alarming than the opposite. Thus, the opposite of our current understanding is invoked in order to promote public concern. Clearly your 'scientists' don't understand meteorology, which, sadly, would make sense if they are from the Met Office. They are advocates for the alarm about CO2. As has been observed, it is hard to make someone understand something when their job depends on them not understanding it.

RIO+20 - THE FUTURE WE DON'T WANT

It finds that the agreement is considered "weak" by the environmental lobby, which is good news for the rest of us, though clearly disappointing for our Deputy PM, Nick Clegg. In theory at least Oregon State University (OSU) seems to be a bastion of academic freedom, diversity, and tolerance. A wide range of ideas are openly discussed. The most viable rise to the top and the least viable fade away. But it is all a fairy tale, because OSU operates under a politically correct regimen that dictates what is acceptable to say and what is not. Transgressors who dare to be different are eventually weeded out so that the campus maintains its ideological purity.
OSU is not yet as swift or efficient as the Soviet system when Joseph Stalin was trying to quash dissent among biologists who refused to go along with Trofim Lysenko. If warnings to compromise their integrity were not followed, Stalin simply had biologists shot. That quickly thinned the ranks of all biologists and persuaded the remaining ones to comply with Stalin's wishes. Of course, it also destroyed Soviet biology, because Lysenko was pedaling nonsense. And Russian biology has never recovered.
We learned over the weekend that chemist Nickolas Drapela, PhD has been summarily fired from his position as a "Senior Instructor" in the Department of Chemistry. The department chairman Richard Carter told him that he was fired but would not provide any reason. Subsequent attempts to extract a reason from the OSU administration have been stonewalled. Drapela appears to have been highly competent and well-liked by his students. Some have even taken up the fight to have him reinstated.
What could possibly have provoked the OSU administration to take precipitous action against one of their academics who has been on their staff for ten years, just bought a house in Corvallis, and has four young children (one with severe medical problems)? A small army of researchers ponder the effects of Global Warming on all sorts of things from tube worms living along the Oregon Coast to butterflies inland. When the climate refuses to warm (as it has for the last twenty years), they just study 'warming in reverse!' Most of us call that "cooling," but they are very careful not to upset their Obama administration contract monitors with politically incorrect terminology.
Skeptics of Global Warming who oppose the OSU approach and oppose the politicians who make it all possible but do not work for OSU also find themselves attacked. Dr. Art Robinson who is running against Peter DeFazio for an Oregon Congressional seat found three of his children under attack at OSU. All were attempting to obtain advanced degrees in the Nuclear Engineering Department and were threatened with dismissal. Because Robinson fought back, we understand that the OSU administration backed down.
As to the latest victim of political correctness at OSU, Dr. Nickolas Drapela gives us an excellent synopsis of what is going on:
"The fact of the matter is that it is now two weeks since I was fired and no one has had the cajones or the common courtesy to even tell me why. I have spoken with the Dept. Chair (Rich Carter) who fired me, and he refused to tell me why. I spoke to the Dean of Science (Vince Remcho) and he couldn't tell me why. I spoke to HR who set up a meeting with me, then cancelled it an hour before. Then I went to the Vice President of Academic Affairs (Becky Warner) and she sent me back to Rich Carter, the chemistry chair.
It's just a sad, sad state of affairs that an institution like OSU would fire a good employee for (ostensibly) no reason and then run around and hide from the person they fired. I had stellar teaching evaluations, I won College of Science awards for teaching, and published textbooks. My class sections were always full and I was well-liked by students (see ratemyprofessors.com). I was doing my job very well. But I guess I didn't march in step with their philosophies.
There were quite a few student protests over this at OSU (Barometer, Facebook, etc.) but to no avail.
I was given no severance and had no warning this was about to happen. In fact, I was lured into the chair's office under the guise of a fallacious story before being fired.
As you know, I was probably the most visibly-outspoken critic of the Global Warming doctrine at OSU. I gave several public talks on the topic and did research in the area which I regularly posted on the web. I was also on a few talk radio shows in the area. I think they finally just said, we can't have this.
Can it be that a university whose motto is "Open minds. Open doors" cannot abide even one faculty member who disagrees with their dogma? I suppose I am too naive, but I'm still reeling from it. Unbelievable.
I should say that they regularly read all my email communications, which is why I am writing from this private email address. That has been going on for quite some time now.
As far as my options at this point, like I said I haven't even really grasped what has just happened. I don't know what I'm going to do, or what options I have yet. I'm sure OSU wants their story to be tight and perfectly identical among all administration before coming out with an official reason why I was fired, hence the long wait and refusal to speak to me.
I truly thank you for your concern, and I hope there is some recourse, even just for the sake of exposing what is happening at OSU."

"Thanks so much for your support and your concern. That's really nice. My students were all really upset about it. They started an email writing campaign to have me re-hired but I guess no one cares what they think.
I find that the people who want to keep things secret all the time are usually the people that have something to hide. It is certainly ok by me for you to disseminate this story. But I'm sure OSU would be horrified.
I'm not sure how I will support my family at this point. We just bought a house in Corvallis. I have four kids, one of whom has a rare, blood disorder and requires regular trips to Doernbecher's Children's Hospital for treatment. Now we will be without health insurance."
We can only speculate as to how the decision to fire Drapela was made. Unlike the decision to force Taylor out (which came from the governor's office), this decision was likely internal to OSU with the implicit backing of Governor Kitzhaber and NOAA administrator Lubchenco. I would suspect that Dr. Phil Mote (Director of their Climate Change Research Institute) had a hand in the decision, because he has previously been highly intolerant of those who oppose his ideas and could potentially threaten his business empire.

In theory at least Oregon State University (OSU) seems to be a bastion of academic freedom, diversity, and tolerance. A wide range of ideas are openly discussed. The most viable rise to the top and the least viable fade away. But it is all a fairy tale, because OSU operates under a politically correct regimen that dictates what is acceptable to say and what is not. Transgressors who dare to be different are eventually weeded out so that the campus maintains its ideological purity.
OSU is not yet as swift or efficient as the Soviet system when Joseph Stalin was trying to quash dissent among biologists who refused to go along with Trofim Lysenko. If warnings to compromise their integrity were not followed, Stalin simply had biologists shot. That quickly thinned the ranks of all biologists and persuaded the remaining ones to comply with Stalin's wishes. Of course, it also destroyed Soviet biology, because Lysenko was pedaling nonsense. And Russian biology has never recovered.
We learned over the weekend that chemist Nickolas Drapela, PhD has been summarily fired from his position as a "Senior Instructor" in the Department of Chemistry. The department chairman Richard Carter told him that he was fired but would not provide any reason. Subsequent attempts to extract a reason from the OSU administration have been stonewalled. Drapela appears to have been highly competent and well-liked by his students. Some have even taken up the fight to have him reinstated.
What could possibly have provoked the OSU administration to take precipitous action against one of their academics who has been on their staff for ten years, just bought a house in Corvallis, and has four young children (one with severe medical problems)? UK SHALE GAS ESTIMATES HIGHER THAN THOUGHT

CAUGHT OUT FIDDLING THE DATA
This article gives the clearest description of the cherry-picking of tree-ring data by a leading climate scientist in the notorious Hockey-Stick temperature graph. This article exposes yet again the feebleness of the Inquiries into the ramifications of the exposed emails of the leading climate scientists, as the inquiries were supposed to look into any wrong-doing exposed by the emails.
It is interesting to compare the current Leveson Inquiry into press behaviour and phone-hacking with the Inquiries into the leaked climate emails; the former is a robust and thorough examination given ample coverage in the news night after night, whereas the latter was a white-wash given minimal coverage.

IS UK GOVERNMENT GOING COLD ON SHALE GAS?
This article in the Independent suggests that the UK shale gas reserves are not as extensive as first thought and the cheap gas boost hoped for may not emerge. This seems a bit strange as it contrasts sharply with the original press reports of massive reserves. OZ CLIMATE TEMP INCREASE NOT REGULAR
This paper gives an alternative way of interpreting the data that shows that the increase in surface temperature was not as regular as the government scientists have tried to make out. What this paper shows is that much of the increase occurred as a step change between 1976 and 1981. Of course such an irregular change does not fit well with CO2 being the main cause as CO2 is shown to be increasing in a very regular way.

THE REAL REASON FOR THE WATER SHORTAGE
Here in the south east of England we are facing a water shortage, despite having the wettest April for many years. The reason we are told is because we have experienced drier than normal weather over the past couple of years. Even if the overall rainfall has been a little below average, it has been well within the variation that has been experienced over tha past 50 years. The real reason is not the mythical "climate change", but much more to do with a massive increase in our use of water due partly to the widespread increase in things like power-showers and pressure jet washers, but also to a large increase in the number of households fuelled by immigration and family breakdown. WIND FARMS CAUSE GLOBAL WARMING SAYS STUDY
According to this article wind farms are responsible for global warming. The study claims that the surface beneath the turbines is warmer due to the blades stirring up the atmosphere. It seems daft to me as they seem to ignore the fact that the heat has not been gained but merely moved from the surface to the atmosphere. No extra heat has been produced.

CARBON CAPTURE ON THE CHEAP?

Readers may recall that the UK government has offered a billion pounds to companies to set up a pilot power plant which is able to capture and store all the CO2 it produces. So far none has been built, and yet as the article says, the government is going to give £60 million to developing nations for them to do this same thing. How very strange.

This article looks at the future supply of minerals from space. I doubt that such a venture to mine asteroids is going to be feasible today, but I would not bet against it being so at some point. What it does indicate is that the doom merchants are almost certainly wrong; as minerals become scarce the price increases and new sources of supply become viable. UN AIMS REVEALED IN LATEST REPORT
I suppose many of us are already aware that the agenda behind the climate change front are much more far-reaching than simply reducing CO2 emissions and every now and then the truth is revealed, though curiously it never seems to make headlines in the mainstream news. In fact the true agenda is so far-fetched that it seems completely unbelievable, which is very convenient. However here is an article with links to the actual UN report which seems to make it absolutely clear. Whether the world's governments will sign up to it is not clear, though if they did I doubt if they would admit to it to their people. What tends to happen is that these sort of proposals are brought in by stealth bit by bit in the hope that people will not notice - which is what is happening now with stealth taxes on CO2 and "green" energy subsidies.

GREEN DEAL - A BAD DEAL?
This article from Conservative Home looks at the government's Green Deal and finds it full of problems. Here is an extract:
"Liberal-controlled Sutton Council, in Surrey, was provided with generous government funding to carry out a trial scheme. Of the 400 householders applying to take part in the project, only 67 finally went ahead; the average spend per home was £13,000. Home owners who opted to pay back their loans in 10 years found that their repayments actually exceeded their prospective cut in energy bills by some £256 a year – so their notional energy savings were completely wiped out. This was despite the fact that, to encourage take up, Sutton Council provided 40% of the cost of the works through a non-repayable grant, and made the rest available on an interest free loan."
It looks as though the average voter may feel a bit fed up when he discovers how much coercion the government is now about to use on him/her.

MORE REGULATION TO FORCE US TO GO GREEN
It was always obvious that there was no way that the public would implement all the requirements to our homes that the government would need in order to meet its pledge to reduce the nations CO2 emissions by the target it had set. In fact it is pretty clear that there is no way it can meet its target at all. The whole project is doomed from the start, but that isn't going to stop them from introducing some increasingly draconian measures to try to force compliance as Christopher booker points out. At what point will the public start to realise that they are being fleeced by all the red-tape, all to achieve no measurable gain.

TAMPERING WITH THE TEMPERATURE RECORD
This article demonstrates how just a few small alterations can make a big difference to the look of a graphic representation of the temperature anomaly record. The point is that the anomalies are so small to begin with. Scientists who have so publicly proclaimed that we are facing alarming temperature rises seem to be up to any trick to prove that their claims are justified. They must be held to account for making these alterations to the record, and not allowed to get away with it.

This ought to be a normal state of affairs, but such is the grip of climate change orthodoxy that it is a very rare event indeed for a member of any state parliament to speak about the subject in a sensible practical manner; but that is what happened in the Canadian Senate, as can be seen here Surely any rational person can only applaud the senator for having the courage to make such a speech. The scientists examining this came to the conclusion that GHG theory does not make scientific sense. this is a controversial conclusion. UK GIVES AROUND £1.5 BILLION IN "CLIMATE AID"
Christopher Booker in today's column in the Sunday Telegraph highlights the huge sum being spent by the government in its "overseas aid" programme to help to "fight climate change". No longer does the government regard aid as a means of alleviating poverty and disease, as you will see when you read the article. This is apart from the money given directly to fight climate change. As Booker says, the UK government seems strangely obsessed with this objective, despite its enormous national debt and a flat-lining economy.

QUESTIONS TO COMPUTER CLIMATE MODELERS
Below is a very interesting comment by a senior Canadian climate scientist on how computer climate models should be tested.
"1. Why DO climate models have NO error bars (confidence intervals, say 95%) based on real observations?
2. I know the UK met office answer, that is: We have to just wait till say 2050 or 2100 to verify that "our models are right!"
3. NO that is NOT true! Let me explain;
The UK Met office and other climate modeling centres can do the following experiment:
Let them take their BEST AVAILABLE MODEL TODAY and let it be started in a PURE FORECAST MODE from about say 1950 or 1975.
yes it can be done! I did it for ocean wave models while at Env Canada , we call it a hindcast mode.
Let the UK met office run their best climate models from say 1950 till say 2010 (again in a purely fcst mode, NO adjustment of any kind) and then obtain fcst products say mean temp trends for five continents and three ocean basins and then do some error analysis using observed mean temp trend for five continents and three ocean basins for say 2010, 2011 and 2012.
Using these error stats, let them then obtain error bars for their fcst for 2050 and beyond.
My hunch is: the error bars will look like this:
For 2050: mean temp increase: 2C +/- 10C
For 2100; Mean temp incerase 3C +/- 15C ( something like these)
So you see these mean temp increase will be OF NO USE FOR ANY CLIMATE POLICY! Such fcsts will be TOTALLY USELESS! (right now all climate models give error bars based on so many climate model outputs, that is they compare model to model NOT model to real observations!)
Kindly allow me to give my personal experience:
Two years ago I gave a seminar on the GW science at York University here in Toronto. My seminar was arranged by my former good friend at Env Canada (Kaz Higuchi a good scientist and now on the Editorial Board of the Journal "Theoretical & Applied Climatology") and I gave a talk for over 40 minutes and during Q&A session, I said that "it would be useful for climate modelers to do this experiment and obtain error bars based on observed data"
Kaz told me that "the Canadian climate modelers DID EXACTLY THAT some few years ago and obtained such wide error bars they NEVER BOTHERED TO PUBLISH THOSE RESULTS!"
That is the problem with all climate models!
These modelers CAN do the experiment I suggest above BUT will NOT do it!"

I have just been told that in Chapter 8 of IPCC Report AR4, 2007 section
8.1.2.2 "Metrics of Model Reliability" it says:
What does the accuracy of a climate model's simulation
of past or contemporary climate say about the accuracy of its projections of climate change? This question is just beginning to be addressed, exploiting the newly available ensembles of models."
Did you get that? "This question is just beginning to be addressed"! So now we know!

ASK THE EXPERT
The Met Office were invited to answer questions from the public on any climate or weather related topics, so I gave them a question - see here for the question followed by their answer. Unfortunately there was no opportunity for a follow-up question, but some colleagues have made the following observations :- "From what I can see,

HOW THE ROYAL SOCIETY BECAME A PROPAGANDA ARM OF GOVERNMENT
This piece by the excellent Donna Laframboise, highlights a new report by Andrew Montfort on the behaviour of the once highly regarded institution, the Royal Society. What it shows is that once you become dependant on government money for your survival then you lose your independence, and ultimately the respect you once had for impartiality. Climate alarmists often talk about the way "big oil" is buying opposition to the global warming bandwaggon, though this myth is evident from the fact that oil companies gain to profit massively from renewables as well as oil; however what is clear is that institutions like the Royal Society are now completely under the patronage and power of big government in a way that never happened under royalty.

MET OFFICE GLOBAL TEMPERATURE FORECASTS TOO WARM IN 11 OUT LAST 12 YEARS
That is according to this report by the BBC, no less! Of course the temperature change from year to year is minute and so the errors are only small, but the fact that they are virtually all on the warm side tells you something - that they are biased towards fulfilling their own prophecy.

UK SOLAR SUBSIDY - "ONE OF THE MOST RIDICULOUS SCHEMES DREAMED UP"
That is according to government minister, Lord Marland. See this article in the Telegraph for details. There is still legal action going on to reverse the cut in subsidy which has been declared illegal in the High Court and the Court of Appeal. We now await the verdict of the Supreme Court.
